Delete /pre_invoices/{uuid}

Delete a pre-invoice by UUID. Returns HTTP 204 on success. Cannot delete pre-invoices converted to an invoice. Respects tenant option delete_only_on_last_estimate. This capability is API-only and is not exposed via MCP.
